The following updates were included in our October 2023 system release:

OJEU “eForms” update

From 25 October 2023, EU nations will start using use a new standardised format for High-value contracts called “eForms”. This change is designed to introduce a uniform procedure for tendering across the EU, which will simplify the bidding process and improve the quality of procurement-related data. 

What does this mean for suppliers?

You will notice two main differences in OJEU notices from 25 October 2023.  

  • Layout changes have been introduced to accommodate for an expanded level of detail provided within notices
  • Notice IDs will also change. Currently all OJEU notices have a 6 digit code followed by the year (eg 123456-2023). eForm notices will now include ‘EU00’ at the start of the notice ID (eg EU00123456-2023).  

Despite these changes, the bidding process for tenders will not change, and there will be no new processes introduced on 25 October 2023. 

What has Tenders Direct done about it?

We released an update for our tender notices on 19 October 2023, which ensures information from the new eForms is displayed clearly and completely. 

What can I expect in the future?

There may be further changes made in 2024 after a review has been conducted. There are no dates set yet, but the topics to be considered in 2024 are likely to include: 

  • Should eForms also be used below the EU thresholds? 
  • Are there types of notices that seem superfluous and are no longer needed? 
  • Do previously optional fields require conversion to a bond, and which ones can be omitted within eForms?
