Voluntary public notice only.

The Birmingham 2022 Commonwealth Games (‘Birmingham 2022’) will be the largest event ever staged in the West Midlands and the most significant event to be staged in the UK in 2022. CGF Partnerships Ltd (‘CGFP’), a company registered in England and Wales with company number 10380178, whose registered office is at Commonwealth House, 55-58 Pall Mall, London, SW1Y 5JH is advertising for parties to register their interest in acquiring certain licensing and merchandising rights for Birmingham 2022, Commonwealth Sport and Home Nations brand assets (together, the ‘Brand Assets’) through the following opportunities:

• master licensee to design, source, deliver and retail an extensive range of official licensed products as described in lot 1;

• eCommerce licensee to design, build, manage and fulfil an eCommerce platform as described in lot 2;

• plush toy licensee to design, manufacture and bring to market a range of official licensed plush products as described in lot 3.

Interested parties who can demonstrate their capability in one, some or all the above areas, are asked to register their interest through the Delta ePortal (https://www.delta-esourcing.com/tenders/UK-title/2352B6C754) and to participate in the pre-qualification stage (https://www.delta-esourcing.com/respond/2352B6C754) which will take the form of a selection questionnaire (SQ) available to registered parties. We intend to make the SQ available around the 3 June 2020 so early registration of your interest is encouraged to maximise the time available to complete the SQ.

Respondents to the SQ will be evaluated based on their demonstrated capabilities against EACH of the opportunities individually.

Following evaluation, a selected number of organisations will be invited to participate in a ‘Proposal’ stage, where we will issue a request for proposal (RFP). Following this there will be the opportunity to participate in a ‘Dialogue’ process before parties will need to submit their final proposals. It is anticipated that the RFP stage will be based on each of the opportunities noted above and will also provide the opportunity for proposals covering multiple opportunities.

Notwithstanding the foregoing, CGFP reserves the right at any time and without reason to withdraw, modify, postpone or terminate this process or to enter into negotiations with one or more parties on an exclusive or non-exclusive basis.

The publication of this notice is voluntary and is solely to alert economic entities who may be interested in being invited to provide proposals for the licensing and merchandising opportunities noted above. Interested parties should note that this process is not governed by the provisions of Directive 2014/25/EU or the Public Contracts Regulations 2015 and CGFP is not obliged to follow the procedures or the Public Contracts Regulations. CGFP does not consider itself to be a contracting entity within the meaning of the procurement legislation but is placing this notice purely on a voluntary basis.

This notice relates only to the licensing and merchandising opportunities noted.

We will be issuing further notices over the coming months to seek interested parties for other specialist and local licensing and merchandising opportunities.
