The service will support part of the Chester Northgate Poject, specifically the off-site surface water drainage element.

The Northgate Project has reached the stage of the appointment of a preferred bidder – Vinci Construction UK — and RIBA design Stage 4, technical design.

Vinci have appointed their contractors design team (CDT) and have a preferred tunnelling sub-contractor.

This procurement is for a client side NEC3 project manager and supervisor and all other possible related elements that the council may decide throughout the lifetime of the contract.

The value provided is an estimate only based on a current value of the drainage works of 4 850 000 GBP. It is intended to cover all possible variations of whatever nature throughout the life of the contract as the technically complex works progress and conditions become clearer.

IV.1) Description

IV.1.1) Type of procedure

Open procedure - Accelerated procedure

Justification:

The off-site water drainage works are technically complex to the point that specialist civil engineering project management is needed. Until the full extent of the works was understood (a bored tunnel sewer) the need for this role was not identified.

The works themselves are already commissioned under a JCT D&B construction contract but require completion in strictly defined limits using an engineering form of contract (NEC3 Option A).

In order to meet these time constraints the appointment of project manager and supervisor have become critical, therefore an accelerated procedure is necessary.
