Non-regulated single stage works procurement to appoint a Principal Contractor to carry out the works covering the replacement of the existing gas-fired boilers, flue, pump sets, all associated pipework and automatic control panel within the Boiler Room within Trust Housing Association’s Sheltered Housing Development at Garmouth Court, Elder Street, Glasgow, G51 3PX.

III.1) Conditions for participation

III.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers

List and brief description of conditions:

Contractors wishing to be appointed to the Contract must be Gas Safe registered. All operatives carrying out the works must be Gas Safe registered and certified to the relevant standard for the works involved. The Contractor will be required to provide evidence of the aforementioned certification prior to appointment for both the company as a whole and the individual operatives to be deployed on the Contract.

Electrical works are included within the contract and must be carried out by SELECT/NICEIC (or equivalent) registered contractors and operatives.

III.1.2) Economic and financial standing

List and brief description of selection criteria:

Bidders will be required to provide their general annual turnover for the previous three financial years.

Question Reference 4B.3:

Where turnover information is not available for the period requested, the bidder will be required to state the date on which they were setup/started trading.

Question Reference 4B.5.1:

It is also a requirement of this contract that bidders can hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated within the DRM tender document.

III.1.3) Technical and professional ability

List and brief description of selection criteria:

In response to question 4C.1.1 of the ESPD Bidders shall be required to provide at least 2 examples of similar works carried out in the previous 5 years. The examples provided must demonstrate the Bidder's experience and competence in successfully carrying out works of the nature detailed within this Notice. Examples shall contain a detailed description of the works including start and completion dates, contract value, client name and client contact details for verification purposes.

In response to question 4C.2.1 of the ESPD Bidders shall be required to demonstrate membership of Gas Safe demonstrating competence to carry out these works.

In response to question 4C.6.1 of the ESPD Bidders shall be required to demonstrate that all operatives deployed on this contract (management and site-based) shall be Gas Safe registered. Additionally, Bidders must be able to provide copies of Gas Safe i.d. cards for all operatives to be deployed on the contract.

All supervisors and operatives engaged in site works must have current UKATA asbestos awareness training.

In response to question 4C.10 of the ESPD Bidders will be required to confirm any part of the works they intend to sub-contract.

In response to question 4D.1 of the ESPD (1.1 and 1.2) - Quality Assurance Schemes and Environmental Management Standards - The bidder must hold a UKAS(or equivalent)accredited independent third party certificate of compliance in accordance with BS EN ISO9001(or equivalent), AND the bidder must hold a UKAS(or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001(or equivalent)or have, within the last 12 months, successfully met the assessment requirements of a construction related scheme in registered membership of the Safety Schemes in Procurement (SSIP)forum.

If no certification is available specify which other means of proof concerning the quality assurance schemes can be provided and provide this information.

4D.2 (2.1 and 2.2) The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance with BS EN ISO 14001(or equivalent)or a valid EMAS (or equivalent)certificate.

If no certification is available specify which other means of proof concerning the quality assurance schemes can be provided and provide this information.

If the Bidder cannot fulfil all of the above requirements they should not complete the ESPD or ITT documentation.

Unsatisfactory responses to Section D will result in a failure score with the Bidder's invitation to tender submission being rejected.
