Silverdale Parish Council has been awarded a grant by the National Lottery Heritage Fund for the ‘Memories of Mine’ project to preserve and promote local mining heritage. This invitation to quote relates to one element of the project, namely the conservation of the Silverdale Mining Tribute monument, Staffordshire. Erected in 1996, the Silverdale Mining Tribute is a large monument owned by Newcastle-under-Lyme Borough Council, situated in the public realm (located at grid ref SJ 827 464). It is suffering significant deterioration and requires urgent intervention and conservation treatment. Monument description The monument consists of a brick plinth; bronze plaques set around the plinth; plinth topped by railway bed and track; sculptural figure pushing carriage/ tub along track. Conservation requirements

- All bronze elements should be surface cleaned and suitably waxed after treatment.

- Timber sleepers require replacement.

- Stabilise or replace paint.

- Steel sheet and cast iron elements should be stabilised and a suitable coating applied to provide future protection.

- All brickwork cleaned, salts removed and re- pointed if necessary.

- Assess lighting, remove and seal off power supply.

- Bitumen to be stabilised and missing areas suitability replaced.

- Elements of the work can be carried out off-site, this should be included in the method statement.

- Method statement must state if the practice is led by a Conservator who is an accredited member of the Institute of Conservation, and indicate who will conduct the work.

3 Conditions for Participation

3.1

Minimum standards and qualification required

- Method statement must include measures to provide appropriate tree protection (to BS5837:2012) and grass protection during works.

- Method statement must include timeline with start and finish date and key milestones.

- If assessment shows the lighting can be made operational, a separate cost for this element may be sought from the contractor.

- Refurbishing pavers affected by tree root disturbance is not part of this project, but an assessment of whether the tree root damage is causing structural impact on the monument is required. A separate cost for this element may be sought from the contractor.

Additional Information

Special Conditions of Contract

- The NLHF funding is time-limited, and prospective providers must be confident that they can complete the works required by 31st July 2020.

- Prospective providers must self-declare that they have, or commit to obtaining prior to commencement of the contract: Employers Liability (EL) insurance to 10 million GBP, Products and Public Liability (P&PL) insurance to 5 million GBP, Professional Indemnity (PI) insurance to 2 million GBP. The contractor must supply proof of required insurance before works commence.

- The contractor must supply a RAMS prior to the works commencing for approval by the owner of the monument. Subject to and without prejudice to the awarded contractor’s general requirement to comply with the Health and Safety at Work Act 1974 and other related legislation, all personnel will be equipped with safety equipment, high visibility clothing and other protective clothing whilst employed in situations where such measures are necessary.

- All works carried out in pursuance of the contract will in all respects be in accordance with the specification and subject to the approval and satisfaction of the contract administrator on behalf of the Parish Council. The contract administrator may reject any works which are not in their opinion satisfactory. The contract administrator’s judgement on whether work is satisfactory shall be final and binding on the contractor but shall not be exercised unreasonably. Should any works be rejected as not being in accordance with the contract, the Parish Council may obtain services from others and any additional cost or expense resulting from such rejection shall be borne by the contractor.
