Notice Abstract

Public Health Wales (PHW) seeks to commission specialist support and expert capacity, including but not limited to, design and technical development; data analytics, interactive presentation and storage; expert advice and guidance; to help develop the Platform. The WHO CC on Investment for Health and Well-being at PHW is working together with the Venice Office to support this agenda and strengthen Wales’ Influencer Nation role through a Welsh Health Equity Status Report initiative (WHESRi). As part of the WHESRi work, we are developing a digital Welsh Health Equity Solutions Platform (the ‘Platform’) to support and accelerate healthy prosperous lives for all in Wales and beyond. The Platform will be used to inform and monitor policy and cross-sector action, innovation and investment in prevention and early intervention, in order to make positive difference to people and communities, and to enable inclusive economic growth, sustainable development and prosperity for present and future generations. It will support the Building A Healthier Wales, facilitating decision-making, practical solutions and prioritising investment in prevention for a Healthier, More Equal and Prosperous Wales. The aim of the Platform is to provide a web-based digital mechanism, including an information gateway and interactive database to: a) support decision-making and inform investment prioritisation and policy action, and b) monitor progress towards achieving healthy prosperous lives for all in Wales. The principal objectives of the procurement are: 1 - To scope, develop an initial prototype (‘wireframe’), trial, populate and further progress an interactive digital database (dashboard) 2 - Building on this, to support developing an information gateway / portal and advise on the further development and on-going maintenance of the database and the Platform 3 - To let an agreement compliant with the PHW NHS Trusts SFI’s for the procurement of a digital Welsh Health Equity Solutions Platform. 4 - To ensure value for money principles are adhered to via a procurement provisioned to support a national service.
