Notice Abstract

ID 2494509 - DoF - LPS Address Management System PME Ordnance Survey of Northern Ireland (OSNI), a directorate within Land and Property Services (LPS) is currently considering options for the procurement of a new address management system. OSNI are seeking submissions from interested suppliers as part of a pre procurement market sounding exercise to establish the functional capability and costs to fully implement potential solutions to meet its requirements. Ordnance Survey of Northern Ireland is the official producer of high quality, accurate and current geographic mapping data for Northern Ireland. Public and private sector customers rely on our products and services to support their business needs and those of their end users. The objectives of this pre-market engagement exercise are to: • Inform the market on the objectives of an address management solution project • Obtain supplier views on the address management solution opportunity to enable LPS to critically assess the viability of the address management procurement solution • Gain insight into potential innovative solutions and possibilities for delivery • Understand risks and issues not previously considered • Inform the Outline Business Case • Inform the planning and preparation for the procurement phase of the project • Prepare the market for the forthcoming procurement Prior to initiating the procurement the Department wishes to establish the level of interest in participation from the market. Department of Finance (DoF) and Construction and Procurement Division (CPD) are conducting a pre-market engagement with a view to preparing the procurement and to inform economic operators and to warm the market to the opportunity of the future procurement requirements. Suitably qualified and experienced suppliers, who may have an interest in this project are invited to complete the attached questionnaire to assist the Department in gaining a better understanding of the feasibility of the requirement; capacity of the market to deliver; indicative costs to deliver; additional aspects that could be considered and any possible risks or limitations. Interested parties are requested to complete the questionnaire within the CFT documents area and return it via eTendersNI by 3.00pm on 13th January 2020. Any requests for clarification relating to this exercise must be communicated using the secure messaging function on the eTendersNI portal. Responses to requests for clarification will be communicated by CPD to all interested suppliers through the eTendersNI messaging system. Your completed questionnaire should be uploaded within the eTendersNI portal via the relevant Call for Tender (CFT) clarifications messaging function. Instructions on how to submit your feedback can be found within the Interactive Walkthrough available through the homepage of the portal.
