Notice Abstract

The requirement is for global medical support provision overseas to care for service personnel deployed on operations and short term deployments under Front Line Commands (FLC). II.2.4) Description of the procurement

The requirement is for commercial medical support provision overseas to care for service personnel deployed on operations and short term deployments under Front Line Commands (FLC). The contractor shall provide a registration-free medical service for up to 2 500 sponsored personnel accessed through a dedicated telephone number in an assistance centre. Capability increases may be sought for up to a maximum of 5 000 personnel during the contract period.

The contractor is to provide:

(i) a dedicated 24 hours per day, 7 day a week service which will provide one point of access for all Users covered by this contract;

(ii) a General Medical Council (GMC) registered doctor(s) with at least 5 years of appropriate experience to deliver emergency medical treatment advice and clinical triage 24 hours a day, 7 days a week;

(iii) the ability to coordinate medical emergencies on behalf of the authority, including medical evacuation by ground or air means, to an appropriate medical facility;

(iv) organise hotel bookings and patient transfer journeys in order to continue clinically appropriate patient pathways;

(v) contractor employees that are involved in the delivery or facilitation of care, regardless of their global location, adhere to the UK Caldicott principles.

The care provided by the contractor, through 3rd party providers if necessary, will, wherever realistically feasible, be equivalent to NHS standard and should cover:

(i) minor treatments/procedures;

(ii) basic diagnostic tests including pathology and x-rays;

A financial assessment will be undertaken on the supplier’s financial status. An overall pass/fail judgement will be made after considering areas such as turnover, profit, net assets, liquidity, gearing and capacity. This assessment will include the parent company, where applicable. An independent financial assessment obtained from a reputable credit rating organisation may be utilised as part of this process.

Security aspects letter

Cyber security
