The procurement involves the establishment of a framework agreement

Justification for any framework agreement duration exceeding 8 years: Throughout the duration of the Framework Agreement (Lots 1 to 4), the Authority may review it and may open it to the market for new appointments to it at its own discretion when a service need arises as detailed in the ITT documentation. To provide financial and service stability; retention and training of staff; investment in infrastructure, quality provision and innovation.

VI.3) Additional information

A tenderers information session is being held on the 14.1.2019. Further details in respect of how to register for this session is contained within the ITT documentation.

For Lot 1, Lot 2, Lot 3, and Lot 4 framework agreements (FAs) will be awarded. The FAs will be Open FAs. Throughout the duration of the FA, the Authority may review the FA and may open it to the market for new appointments to it at its own discretion when a service need arises. A service need includes (but is not limited to):

— a lack of capacity from current contracted providers and therefore there is a need to supplement the framework list of providers beyond the numbers operating on the FA at that time,

— an increase in the volume of service users requiring services under the FA, and

— to replace (if required) contracted providers who have been removed, suspended from the FA or did not agree to provide the services within any extension period.
