Notice Abstract

Software package and information systems. 1. ISAM shall provide a secure, networked Intelligence Analytics Service based on the AS Enterprise Service model to deliver assessed intelligence. It shall enable relationships between identified entities to be searched and exploited within geographical, temporal and thematic parameters. It shall facilitate the management and exploitation of assessed tactical/operational intelligence extracted from a wide range of collection sources and operational reports. 2. It shall provide a service for a minimum of 70 concurrent users, to be provided on the AS Enterprise, in line with the Defence Digital and information Strategy 2019. 3. It shall deliver both functional tools and support data analysts as part of the service. Responses 4. Applicants have 25 days to respond from the date of release, 30th Oct 19. Responses shall be submitted via the DCO by 1700hrs on the 25th Nov 2019. The top 10 compliant responses will be invited to tender. Scoring 5. There are 3 YES/NO questions. A Response of NO to any of these will result in the rest of your submission not being taken forward to assessment. 6. There are 6 scored questions. These questions will be marked between 0 and 5 using the following guidance. You must achieve a score of 65% or above to be Invited to Tender: Score Definition 5 The response clearly describes comprehensive relevant evidence of experience at a comparable scale, technical scope and complexity to the Procurement and gives the Authority a high confidence that the Applicant can provide the required capability. 4 The response describes good relevant evidence of experience at a comparable scale, technical scope and complexity to the Procurement and gives the Authority good confidence that the Applicant can provide the required capability. 3 The response describes adequate relevant evidence of experience at a comparable scale, technical scope and complexity to the Procurement with minor gaps and gives the Authority sufficient confidence that the Applicant can provide the required capability. 2 The response describes some relevant evidence of experience at a comparable scale, technical scope and complexity to the Procurement with notable gaps and gives the Authority a low confidence that the Applicant can provide the required capability. 1 The response describes insufficient relevant evidence of experience at a comparable scale, technical scope and complexity to the Procurement with major gaps and gives the Authority very limited confidence that the Applicant can provide the required capability. 0 The response describes no relevant evidence of experience at a comparable scale, technical scope and complexity to the Procurement and gives the Authority no confidence that the Applicant can provide the required capability. 7. The Tender process shall consist of two assessment phases, the first assessment phase ‘Alpha’ followed by a further down selection to ‘Beta’. A preferred supplier shall be chosen after Beta.
