Tenderers should note that if the Council wish to carry out new services at the end of this contract, which area repetition of the services detailed in this notice, then those additional services may be awarded using the negotiated procedure without publication of a notice in accordance with regulation 32(9) of the Public Contracts Regulations 2015.

Section III: Legal, economic, financial and technical information

III.1) Conditions for participation

III.1.4) Objective rules and criteria for participation

Tenderers must complete the standard selection questionnaire (SSQ) and pass Section 8A1, they must obtain a score of 60 % or above on the 2 questions, before their tender submission is further evaluated against the quality evaluation criteria (5.5 of the instruction to bidders).

Bidders must achieve a score of 60 % on questions 1 and 2 and an overall score of 60 % or above on the quality evaluation criteria. Of those tenderers that achieve the minimum score only the top 5 will be invited to attend presentation/interviews by an evaluation panel (adult) and a young carer panel. The tenderer who achieves the highest score will have their SSQ fully evaluated and if they pass, they will be awarded the contract.

All tenderers who meet the minimum quality score will have their SSQ fully evaluated and for those that pass will be appointed onto the electronic market place (EMP), for the lot(s) applied for.
