The DIT is seeking a service provider to manage the Fund Administration of 4 DIT European Structural and Investment Fund (ESIF) projects delivering ‘Internationalisation Funds’ to small and medium sized enterprises (SMEs) in England. The combined value of the ESIF projects is c. 35 700 000 GBP over 3 years, but there is the potential for the value to increase if more ESIF funding is made available. These projects will provide co-investment funding to SMEs, subject to meeting the relevant criteria for that project.

Average fund (grant) size is expected to be c. 5 000 GBP, which suggests over 7 000 successful fund awards to SMEs will be required over the contract period. The Fund Administrator will be responsible for the full SME fund appraisal, award and payment process. They will be required to develop and administer a process that is fully ESIF compliant. In delivering the Internationalisation Funds the service provider will be required to work closely with DIT’s regional International Trade Adviser (ITA) delivery partners, who will be responsible for delivering the pipeline of eligible and suitable SME applicants for the projects.

Estimated total contract value range is 2 200 000 GBP to 3 600 000 GBP (excluding TUPE costs and inflation). The upper value includes deployment of additional services subject to increased funding.

The contract will be awarded on the basis of the most economically advantageous tender, in accordance with the criteria stated in the procurement documents.

(i) not to award any contract as a result of the procurement process commenced by publication of this notice; and

(ii) to amend the information provided to the tenderer as part of this procurement, including, but not limited to, changing the timetable of the procurement. Any such termination or amendment will be subject to the normal rules of public law, general EU treaty principles and procurement rules and will be notified in writing to all tenderers. DIT may, at its discretion, extend the specified deadline for tenderers to submit their responses but in no circumstances will the authority be liable for any costs incurred by the candidates.

The value provided in Section II.1.5) is only an estimate. We cannot guarantee to suppliers any business through this agreement.

Potential suppliers should note that by submitting an application SQ for this Internationalisation Fund Administration Services contract they will not be permitted to also apply for the forthcoming EITA Regional Delivery Partner(s) service contracts (launch due late November 2019).

The authority is concerned to maintain independence between the provision of this ESIF IFA service and the Enhanced International Trade Advisory (EITA) service which will be referring eligible and suitable applicants to the ESIF IFA provider. Specifically, the authority seeks to avoid the potential for the ESIF IFA provider not to act independently in assessing applications for grants, and awarding these grants, and subsequently assessing claims for these grants, if they have also advised (some of the) applicants that they may be eligible and suitable and helped them to define the requirements that are being co-funded.

Potential suppliers that express an interest in this Internationalisation Fund Administration Services contract by accessing the opportunity via the procurement portal will receive a communication from the authority further explaining the authority’s decision.
