    We are looking to lease a new or refurbished accurate mass liquid chromatography mass spectrometry (LC/MS) instrument, to replace an instrument originally purchased in 2006. The instrument will support cutting edge science in biogeochemistry and biotechnology. Our current applications are mainly small molecules (<1000 Da). Suppliers are invited to tender for leasing new or nearly new (6-18 months old; fully refurbished and guaranteed) instruments, with a service contract included.Site descriptionThe instrument will be sited in a newly refurbished ground floor laboratory at Plymouth Marine Laboratory. PML is certified as working at ISO9001 and ISO45001 standards. The laboratory is temperature controlled, and has a pure nitrogen gas input from a liquid nitrogen dewar sited externally. The laboratory is fitted with two gas racks, if gas cylinders are required. The instrument will be sited next to an external wall, so it is possible to locate a ballast pump outside if necessary. The benching in the laboratory is mobile, creating a flexible workspace.Instrument specificationIon sources and syringe pump: The instrument must be equipped with a high performance electrospray ionisation (ESI) and atmospheric pressure chemical ionisation (APCI) sources, or equivalent, with positive and negative scan modes, switchable during data acquisition. The system should make use of advanced technology for ion focusing to the analyzer. The ion sources need to be able to function well with flow rates between 100 uL/min to 1 mL/min without splitting. A programmable syringe pump is required to deliver tuning mixes etc. directly to the source.Mass Analyser (accurate mass): The mass range of the analyser should be <50 to >3000 m/z. The mass accuracy should be 1ppm or better. MS/MS capability is not essential. The mass resolution should be at least 20,000. The instrument should be capable of acquisitions 30 spectra/sec or better, and capable of achieving =4 orders of linear dynamic range.Vacuum system: An efficient vacuum system comprising air-cooled turbomolecular pumps as per the requirements of the equipment.Acquisition Modes: Qualitative and quantitative analysis in ESI and APCI.Computer Software/Hardware: The LC/MS should be supplied with a suitable, branded Windows 10 Professional minimum Core i5 computer workstation; the software should run under limited user rights and be able to be integrated into our domain via an available Ethernet port. All interfacing hardware and software for instrument control, data acquisition, data storage and data processing must also be included. At least 2 licenses for data analysis should be provided. The software and hardware must be compatible with an Agilent 1200 HPLC system already in place, comprising a G1379B degasser, a B1312A binary pump, a G1367B autosampler, a G1330B thermostat, a G1315B photodiode array detector and a G1316A thermostatted column compartment. Alternatively, the mass spectrometer should be supplied with an HPLC system with the following minimum requirements: thermostated autosampler, capable of chilling to 4oC and holding 90 or more 2 mL vials; Injection volume range should be 1 to 100 µL; binary pump capable of delivering 0.1-1 mL/min, vacuum degasser, thermostated column compartment, photodiode array detector at least matching the specifications of the G1315B.Maintenance and service contract: The cost of a service contract for the full lease period should be included in the tender. Non-consumable replacement parts are to be included/costed into the service contract. The service contract should include one preventative maintenance visit per year, and unlimited callouts. The callout response time (engineer onsite) is expected to be within 3 days of a problem being reported. Training must be certificated to align with ISO standards.

    Financing arrangements

    PML expends on a capital basis or Operating Lease, not Finance Lease basis.

    3 Conditions for Participation

    3.1

    Minimum standards and qualification required

    The criteria are based on a pass/fail basis. A fail on any single question (except 5 which is a matter of judgement) may result in a tender not being acceptable.

    A breakdown of the Supplier Award Criteria:

    1 All tenderers must provide a declaration on their honour, duly signed and dated by an authorised representative of the tenderer, stating that they are not in one of the situations of exclusion listed in Appendix 1. This should be a signed and dated Appendix 1 (see below). Expect this to be checked against publicly or commercially available information.

    2 Evidence of Legal Status – you must provide supporting documents of your legal entity status and expect these to be checked against publicly or commercially available information. A pass is a successful check of the evidence provided.

    3 Evidence of bank account facilities (either a letter signed & stamped by your bank or accompanied by a recent bank statement) and expect this to be verified

    4 Evidence of financial capacity – please provide your last 2 years financial accounts and expect these to be checked against publicly or commercially available information. Financial capacity assessment is by comparison between your turnover and the tender value, your turnover should be expected to exceed twice the tender value.

    5 Evidence of Economic capacity – using your last 2 years financial accounts economic capacity will be assessed by:

    1. Debt to equity = Total debt / Total equity

    2. Quick ratio = (Current assets – Inventories) / Current liabilities

    3. Interest coverage ratio = Operating income (or EBIT) / Interest expense

    These tests will be assessed individually for pass/fail.

    These assessments will be compared to your industry sector mean at the time of the tender process. Favourable results (better than 80% of mean) will result in a pass.

    6 Completion of our supplier setup form (attached) along with accompanying papers requested (including valid insurances). A pass will be viewed as compliance to our supplier setup form completion. This form will be used to setup the successful tenderer on our systems.

    7 References for similar previous contracts/projects within the last three years. Each reference must be detailed – as a general rule, at least two of the references must be appropriate to the contract (minimum requirement). Provision of these will be taken as a pass but expect that they may be verified.

    8 Documentation for technical capacity – a short summary of your organisation’s previous experience in the sector relevant to the tender with reference to current facilities, capability, equipment, workforce composition, a definition of the product range, years in business, staff turnover. It is expected that this will be appropriate to the nature of the tender industry sector in order to pass.
