Notice Abstract

Viridor (Scotland) CCTV Upgrade Works Viridor Waste Management Limited operate in a strategic alliance with several local authorities to deliver value for money services within the recycling industry. This includes areas within Scotland where a new contract is about to start involving: ? East Dunbartonshire Council ? East Renfrewshire Council ? North Ayrshire Council ? Renfrewshire Council Within these sites and services CCTV plays a significant role in detecting security breaches along with monitoring operational processes. The sites already operate with CCTV for these purposes albeit using aging technologies which fall short of providing good quality high definition images and recordings. For this reason, a full upgrade for each site is required to provide the CCTV support expected within these busy sites. The current CCTV purpose and process isn’t set to change, and although a full upgrade across all sites is required the basis of the user operation will remain the same. The current systems currently records images for a minimum of 31 days with the option to playback and download evidence locally. All cameras are on a locally monitor with a monitor connected to the recorder. Although the option to remotely monitor CCTV systems is technically achievable, this feature is currently not required at present and therefore measures to provide viewing from a distance isn’t required. This may however, be a feature that will be implemented at some point in the future. The systems are purely used on a ‘reactive’ basis opposed to a ‘proactive’ therefore high quality recorded images are paramount. Although CCTV is existing within these sites, it is expected that a new cabling infrastructure for camera connectivity is provided as part of the project to allow the full capabilities of the systems to be realized without any restriction from legacy cabling The manufacturer type for the CCTV systems has been suggested by Viridor to be Hik Vision. This is a preferred brand owing to the successes previously realized within other contracts and projects. However, the bidding contractor may propose an alternative brand provided reasoning behind the suggested substitute is made clear within the submitted tender. Suitability assessment and subsequent ‘sign off’ of an alternative brand will be required before any acceptance of an alternative manufacturer is granted by Viridor. A 3-year service and maintenance package is required to be included within the tender package, details of the warranty cover and the extent of the service package will be required.
