Notice Abstract

Connect Mann Infrastructure Services The Isle of Man Government (IoMG) invites expressions of interest from from organisations to provide the following services to the Government Technology Services (GTS) division of the Cabinet Office. Connect Mann is predominately delivered via a number of managed services provided by onisland companies which are nearing the end of the current contract and require renewal. GTS is therefore seeking suitably qualified and experienced organisations to provide all or individual elements within Connect Mann, as defined in the following Lots. Lot 1 – WAN Connectivity Managed Service Replacement of the IP MPLS wide area network (WAN) connecting over 250 sites supporting segmentation between departments and access to centralised shared applications, such as file systems, databases, email and telephony. The link bandwidths in use under the current arrangement are 2Mbps, VPN over VDSL,1Gbps and 10Gbps, with the highest bandwidth being provided for inter-data centreconnectivity. Each WAN site is categorised to a service level agreement which dictates resilience, uptimeand support hours for each site. Appropriate capacity is required to each Connect Mann site. Ability for GTS to request dedicated point to point fibre. The scope of this procurement includes (but not limited to): • WAN • ADSL • CPE Equipment • DHCP Subnet Allocation Lot 2 Internet Connectivity IoMG operates a resilient dual internet connection to support both inbound and out bound traffic. The service bandwidth is currently 1Gbps; Connection to the Internet is protected internally by GTS firewalls. Firewalls and firewall management are out of scope for this procurement. GTS now has its own RIPE space allocated which will need to be delivered onto these links. The scope of this procurement includes (but not limited to): • Primary Internet Pipe • Secondary Internet Pipe (from different carrier to Primary Pipe) • Primary and Secondary Express Route links to Azure 2Gb is a starting point for Internet and Express Route to Azure. Provision will need to be incrementally increased as required. Lot 3 LAN and WIFI Connectivity Managed Service Each IoMG site has an appropriately sized LAN and WIFI deployment. The LANs provide local device connectivity for PCs, printers, IP Telephones and other network devices. The LAN equipment has been purchased by IoMG with the operation, management support andmaintenance carried out as a managed service by a third party provider. Wi-Fi LAN services are required for IoMG users and guests and are currently in use on most IoMG sites. TheSupplier will also implement the Campus Network strategy. The scope of this procurement includes (but not limited to): • Core Data Switching • Edge Data Switching • WIFI Access Points • DHCP Configuration • Fibre Cabling • Copper Cabling • Patch Leads Lot 4 IP Telephony and Unified Communications Managed Service IoMG has a converged telephone system providing centralised Telephony services to all Government departments. The associated suite of communication applications comprises of IP Telephony, Operator Consoles, Call Logging, Contact Centre, Unified Messaging, Voice Conferencing and Video Conferencing. GTS is looking for a managed service leveraging the existing, purchased Cisco Jabber and Expressway products. The scope of this procurement includes (but not limited to): • IP Telephony (CUCM) • Operator Consoles (Arc) • Contact Centre (Arc) • Call Logging (Softex) • Unified Messaging (Unity) • Unified Communications (Jabber) • Video Conferencing (Expressway) • Endpoint Deployment Suppliers will be invited to a briefing session where further information will be provided, including timescales for the procurement exercise and contract renewal.
