II.2.4) Description of the procurement

The main focus of the contract will be to provide and host a full enforcement service covering the following aspects of the civil parking enforcement:

1) Supply and management of civil parking enforcement officers and associated vehicles, uniform and hardware, first level pay and display machine maintenance (e.g. unblocking machines, adding new tickets etc);

2) Provision of the back-office IT software for penalty charge notices (PCN) processing;

3) Provision of a service to review, approve and dispatch PCNs to the registered vehicle owners and collection of payments plus debt recovery;

4) Provision of a service to manage and administer the existing residents parking and associated permits.

Whilst the upper estimated OJEU threshold for the contract will be up to 3 000 000 GBP per annum, it is envisaged that the likely initial contract value is estimated to be in the region of 1 000 000 GBP per annum. The total 30 000 000 GBP contract value figure over the 10-year life of the contract (including all possible extensions) is based on all eleven Hampshire district areas being included within the contract. At the commencement of the contract, only 3 district areas (Fareham, New Forest and Test Valley) will be included. The Borough of Gosport is also due to be included once civil parking enforcement powers are granted to Hampshire County Council by the Department for Transport, although no firm date is currently known for this. Other Hampshire district areas (Winchester, East Hants, Havant, Basingstoke, Eastleigh, Hart and Rushmoor) may also be added to the contract over time, but this cannot be guaranteed and therefore no timescale can be given for this.

Interested parties should register their interest in the project via the in-tend website and submit their Stage 1 and Stage 2 Questionnaires, together with any requested supporting information by 14.00 16.09.2019. Clarifications regarding the ITT must be submitted via in-tend by 17.00 6.9.2019.
