A ‘Competitive Procedure with Negotiation’ procurement process will be undertaken. This will lead to a 1 or 2 stage approach dependent upon the initial tender responses received. This will allow for a slightly more flexible approach if potential re-submissions are required from bidders. For the avoidance of doubt, the Council reserves the right to proceed to award a contract on the basis of initial tenders without negotiation. The Council does not propose to reduce the number of candidates invited to tender following the selection stage. The Council will invite all Bidders that successfully pass the SSQ assessment and meet all of the minimum requirements on the commercial and technical elements to participate in the negotiation stage.
