Description of the goods or services required
. The Ministry of Defence (MOD) has a requirement for Defence Strategic Radio Services (DSRS) to replace the Defence High Frequency Communication System (DHFCS), which is currently being provided by Babcock under a contract that will expire June 2021.
Two industry engagement days have been held to inform the market of the requirement, and the requirement is summarised below.
DHFCS is a managed service for HF and LF communications based on agreed availability requirements. The service includes site management and security, antenna and equipment maintenance, radio services (including transmissions management) and facilities management. DSRS will continue to provide DHFCS capabilities and services under a new contracting arrangement. Under the DSRS contract, the MOD is seeking to benefit from opportunities to develop the capability using improved or emerging technologies. Incremental updates to the service during the lifetime of the contract will capture new requirements and exploit HF innovations.
The new contracting arrangement will be required to be in place by January 2021 to ensure a smooth transition of the services from the current provider as no break in service can be tolerated. DSRS is required to be in place for a period of 9 years from July 2021, and any new provider must work with the MOD and the current provider to ensure a smooth transition. There will be options within any new contracting arrangement to enable extensions of 12 months to the term, up to a maximum of 36 months in total.
The requirement is exempt from the Defence and Security Public Contracts Regulations 2011 pursuant to Article 346(1)(a) of the Treaty for the Functioning of the European Union (TFEU) (Regulation 7(1)(a) of the DSPCR 2011).
A PQQ is available to any supplier wishing to participate in this procurement, and will be available via the AWARD on line tool from 1 August 2019. Completed PQQs must be submitted via the AWARD on line tool, no later than mid-day Friday 13 September 2019. PQQs submitted after this deadline will not be considered.

It should be noted that applicants and all those who will be involved in the PQQ and any later stages of the procurement must be cleared to at least SC and be UK Nationals only. The PQQ Stage of the competition will be at OFFICIAL SENSITIVE, however any subsequent stages will be up to and including SECRET - UK EYES ONLY and applicants’ sites will require List X accreditation to receive project documentation. Further details on the project will be released only to those companies down-selected from the Pre-Qualification Questionnaire (PQQ) stage to the Invitation to Tender (ITT) stage.
