Requirements to support RWT to develop a Strategic Outline case and, potentially, an Outline Business Case
Along with other NHS Trusts, RWT faces a challenging capital funding situation. The Capital programme is not able to address all of the requirements to purchase equipment, undertake backlog and planned maintenance and to develop new services. The Trust is faced with an urgent need to provide additional MRI, CT and ultrasound scans. Current capacity is being fully utilised and is buying private sector capacity to meet current demand. Despite this we are not adequately meeting current demand and we have also developed an estimate of predicted future demand growth. This projection suggests a need for an additional 3 MRI and 3 CT scanners to meet demand over the next 10 years. The Trust is also faced with an urgent need to re-provide the Aseptic suite and radio pharmacy production area, as both are recognised as unfit for purpose. The Trust is seeking support to develop, initially to SOC and then to OBC level, a business case (or business cases) to provide the aseptic and radio pharmacy suites in a suitable location on the New Cross site, and to deliver the required number of additional diagnostic images which could be a mixture of on site and off site provision. In addition to developing the above we require an option appraisal to understand the variety of options which couple or uncouple the three dimensions of aseptic radio pharmacy and imaging. The business case(s) will also appraise the funding and commercial options. These are likely to range between an exchequer funded and in house operated solution(s) and a contract(s) to provide a defined set of outputs such an additional number of CT and MRI scans.
