II.2.4) Description of the procurement
This opportunity involves the procurement of the operation of “Taxicard services” in the Tyne and Wear area with effect from 30.9.2019. These services are described as “Taxicard” and involve the operation of a transport service for customers with difficulty accessing normal public transport.
Members of the Taxicard scheme receive a smartcard containing virtual credit that can be put towards taxi fares with approved taxi operators. Members of the scheme would be entitled to subsidised travel upon production of a valid membership card. The members' card will store travel rights allowing the customer to reduced travel according to the schemes pre-defined rules.
A software booking service is required and this would be operated by the taxi operators.
It is anticipated that subsequent contracts will be for a term of 1 year with an option to extend for a further 2 years which would be reviewed annually.
The vehicles required will be split by 2 vehicle types: saloon taxis and accessible taxis in order to allow transport of electric scooters as well as some of the larger wheel chairs operated currently. The vehicles must meet the requirements of the Disability Discrimination aspects of the Equality Act.
