Notice Abstract

The NHS Wales Shared Services Partnership, hosted by Velindre NHS Trust are acting on behalf of Cardiff and Vale University Local Health Board who are seeking to establish a contract for a Carer’s Gateway.The Vale of Glamorgan Council, Cardiff Council, the Cardiff and Vale of Glamorgan University Health Board recognise the contribution unpaid Carers make to society and the value, financial and otherwise, of the work they do in caring/supporting those who could not manage without their help and support to remain living in their own home in the local community.All three parties wish to commission a new Cardiff and Vale of Glamorgan Carers Gateway. The UHB will lead on commissioning, contracting and monitoring of the service, which will also be expected to report to the Cardiff and Vale Carers Workstream.The Carers Gateway will aim to improve the quality of life for carers, and the cared for, in Cardiff and the Vale, helping them sustain their caring role and enhance their ability to have a life outside caring. It will do this by making it easier for carers to access information about support and services in the region.The awarded bidder will provide a Gateway which will provide a ‘one stop shop’ approach to supporting and engaging with carers, providing them with information and advice about services which will support them in their caring role. The Gateway will link with existing services and providers, will not duplicate services already provided and will act as the central link across the region for unpaid Carers. It will do this through a centralised helpline and email enquiry line and face to face support via drop in sessions in community locations, so carers are able to receive information and advice closer to home.Provision of drop in sessions for carers in community venues throughout Cardiff and Vale, ensuring equality of provision across the region. These can be provided flexibly according to the needs of carers and may include weekend/evening drop in sessions.The location of the helpline and email enquiry line (available Monday to Friday) is less dependent on location.NOTE: The authority is using eTenderwales to carry out this procurement process. 1. The Contracting Authority reserves the right to award the contract in whole, in part or annul the tendering process and not award any contract.

2. Bidders should note that they will be required to enter into terms and conditions of contract as set out in the ITT and that save for matters of clarification or consistency the Contracting Authority will not negotiate the terms.

3. The Contracting Authority will not accept completed ITT's after the stated closing date.

4. All documents to be priced (where applicable) in sterling and all payments made in sterling.

5. All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders.
