Notice Abstract

The provision of a term maintenance contract for a 24hr/ 7day multi trade reactive maintenance repair and [provisional] follow up replacement works throughout the Association’s 1314 tenanted and 99 factored flats/ houses, offices and care home facilities in Arden, Darnley and North Pollok, Glasgow G46 & G53. Repairs and renewals will be categorised under the Right to Repair Statutory Scheme as emergency, urgent or routine. Trades to be provided may include: labourer; joiner; plumber; electrician; plasterer; painter/ decorator; tiler; glazier; roofer/ slater; blacksmith & TV aerial/ door entry engineer. The requirements may also include: asbestos inspection, surveys and testing; rot reports & eradication; door entry servicing/ repairs; drain clearance/ repairs; gutter cleaning; temporary shuttering/ property security; property clearance; pest control; Energy Performance Certificates; roof repairs and reports. Works operations to be provided under this contract shall also be as listed within the [Draft] Schedule of Rates attached. The initial contract period will be to 31st March 2022, with options to extend the framework contract solely at the Employer’s discretion on an annual basis thereafter to 31st March 2026.

II.2.4) Description of the procurement

The tender documents comprise:

Stage 1- the ESPD document [relevant experience within the last 5 years and minimum selection standards]; The ESPD evaluation will be pass/ fail for the minimum selection standards and Part 4C.1 [relevant examples] will be assessed from bidders responses including: Experience, administration & supervisory roles/ arrangements; Trades in-house or sub-contracted; Communications and reporting; KPI statistics; and Completions & invoicing. Scores will be /100 and converted to a percentage. The six highest scoring contractors will be invited to proceed to stage 2 tender.

Stage 2 [only for candidates successful at Stage 1]- comprises the Specification of Works [contract & tender pricing document] including attachments; and the Tender Quality Questionnaire [TQQ]. The stage 2 tender evaluation will comprise your quality score for the TQQ; and the Contract Sum stated on the Form of Tender. The criteria for scoring will be to reach a total percentage score as follows:

Price (tender)- deducting 1% from 100 for every percentage point each tender is in excess of the lowest tender, prior to weighting.

Quality- out of 100 for your TQQ submission, ranked in relation to the other candidates.

The candidates will be scored relative to each other (best answer scoring highest), based on the Employer’s individual aspirations/ requirements and the information provided by the candidate(s).

[2C.1] Tendering contractors must have the capability to source and supply all materials and labour to undertake operations listed in the schedule of rates; all in accordance with the requirements of conditions within the Specification of Works;

[4A.1 & 4C.6] Tendering contractors delivering the services/ works must [or agree to do so] be NICEIC or Select and Gas Safe registered, relevant to the requirements of this contract, at both company and operative level;

[4C.6] All operatives must [or agree to do so] be UKATA or similar Asbestos Awareness trained;

[4C.6] Detector installers to [or agree to] have Aico "Expert Installer" LD2 CPD training certification;

[4D.1] Your company must be [or agree to do so] UKAS accredited for compliance in accordance with ISO 9001&14001 or BS OHSAS 18001 or 45001 or have successfully met the assessment requirements of a construction-related scheme with registered membership of Safety Schemes in Procurement (SSIP).

[4B1.1] An annual average turnover more than GBP500,000.00 over the past 3 years and [4B.6] annual net profit greater than zero in each of the past 3 years or in the case of profit a statement in mitigation and agreement to enquiries through credit reference agencies [Dunn & Bradstreet]

[4B.5] The minimum Insurance requirements, relevant to this contract, which the candidate holds [or confirms will be placed prior to date of contract] are GBP5m cover for Public liability; GBP10m cover for Employer’s liability; and GBP300,000.00 for Contract Works or All Risks cover;

[2D.1] It is the Employer’s preference that joinery, electrical and central heating works [including all certification by contractor] are not sub-contracted, unless effective [direct or collateral] contractual arrangements are made for completion certification and warranty/ guarantees prior to entering into this Contract;

[4C.1] Contractors must include evidence of experience, directly or by in-house team(s), of completion of as many similar reactive maintenance term contracts as practicable in the past 5 years, preferably for RSL’s. The threshold for experience is similar contract types, property types, quantity and value of works for a minimum of two completed term contracts and evidence of reactive maintenance management and repair works, following identified need arising in properties throughout the Association’s stock, [4C.9] including arrangements for access to & working at height must be provided, as they are a pre-requisite of this contract;

[4C.9] Operation of a management database system

[4C.9] As a minimum the contractor’s IT capabilities must provide: access to e-mail facilities; ability to interface with Capita management software; support for the Association’s reporting requirements for the Scottish Social Housing Charter, particularly surrounding emergencies, non-emergencies, appointments and jobs complete right first time; reports on customer satisfaction levels; regular electronic KPI reports; and an appointments-based repairs system;

[4D.1 & 4C.2] Operation of a Quality Management system to ensure there is a single, clearly identified local point of contact/ quality controller and that quality is managed effectively.
