Notice Abstract

The authority proposes to engage in a competitive process to appoint a contractor for the provision of managing the design and build (including obtaining planning permission), installation and maintenance of the solar PV carports, battery storage facility and EV chargers for the duration of the contact. It is anticipated that the arrangement would last for a maximum of 25 years (subject to the provider’s business case) and during this time the ownership of the equipment would sit with the provider until the end the contract term when all equipment would revert to the freeholders. The installation would be paid for by the provider/tenderer on the basis that they would then enter into an agreement with Adur & Worthing councils who would buy the energy produced from the sites for the duration of the contact at a price below the standard market rates. This agreement would be based on a PPA model at no cost to the Council. The Council has identified 6 sites for project SmartHubs to be delivered: Beach House Car Park, High Street MSCP, Buckingham MSCP, Pond Road CP, Worthing Crematorium and Worthing Civic CP — new multi storey car park. Project SmartHubs will draw on the authority’s commitment, experience and local networks to demonstrate how different approaches to generating, sharing and using renewable energy, heat and energy for transport can be seamlessly integrated. The interested suppliers are invited to register on the councils e-sourcing solution In-Tend, complete and submit the Selection Questionnaire published on In-Tend. Only suppliers who meet criteria on the Selection Questionnaire will be invited to tender for this project. The contract will be awarded by restricted procedure without further publication of a call for competition. A detailed specification for these services is currently under development and full details will be confirmed in the invitation to tender documentation. To express an interest in this tender opportunity and get an access to the selection questionnaire please follow the link: https://in-tendhost.co.uk/adur-worthing/aspx/Tenders/Current The Selection Questionnaire submission deadline is 12.00, 2 September 2020. The commencement of this tender process does not create any contractual obligation between the parties. The Council is not obliged to accept any tender and reserves the right to withdraw or abandon the tender process entirely at its own discretion for any reason and at any stage up to the execution of a written contract. The Council shall not be liable for any tender costs, expenditure, work or effort incurred by a bidder in proceeding with, or participating in this procurement, including if the procurement process is terminated or amended by the Council. The Council also reserves the right to recommence the tender process and call for fresh tenders without any financial liability to any bidder howsoever incurred.

II.2.3) Place of performance

NUTS code:

UKJ27

Main site or place of performance:

Worthing, West Sussex.

II.2.4) Description of the procurement

Nature and extent of works:

Installation Solar PV carports across Adur & Worthing car park estate, supply PV to generate an approximate range of 18 kW min to 250 kW max. of electricity across 6 no. sites. Installation at 1 of the 6 sites above to include 1 battery storage facility to capture and store the electricity produced by the PV, approximate size of battery energy storage system 300 kW/h min. We would also be looking to install 13 no. EV chargers (7 no. fast charger 22 kW, 6 no. rapid charger 50 kw) that would be distributed throughout the 6 sites. The metering arrangements for each technology need to be carefully considered to ensure that energy from all three technologies is captured at source. The contract would also include for operation and management and maintenance for the duration of the contract. The provider is to manage the design and build (including obtaining planning permission), installation and maintenance of the above for the duration of the contact.

Nature and quantity or value of supplies:

The goods installed would need to meet the energy demand over the duration of the contact.

The provider should allow for an estimate of replacement parts in order to maintain effective energy production for the duration of the contact, to be stated within your proposal (minimum performance guarantee likely to be included within any tender).

The EV chargers will need to meet the performance requirements of the West Sussex County Council (WSCC) EV strategy (further detail can be provided).

All products to be certified for commercial operation on publicly accessible sites.

Nature and extent of services — description of the agreement Council anticipates to set up with the economic provider:

The installation above would be paid for by the provider/tenderer on the basis that they would then enter into an agreement with AWC who would buy the energy produced from the sites for the duration of the contact at a price below the standard market rates (no cost to the Council this would be based on a PPA model).

The EV chargers would also be paid for by the provider/tenderer (no cost to the Council) the provider is then to setup an operating model that they can charge the end user directly for the electricity they use to charge their vehicle. The EV chargers would also look to utilise the energy generated by the PV Carports and this would then be offset by the provider charging the customer direct for the EV charge (based on the WSCC EV strategy setup).

The Battery Energy Storage System primary role is to feed the EV chargers with excess solar generated electricity and dynamically manage any grid constraints; the battery will be capable of providing grid services including frequency response. This would also be paid for by the provider/tenderer (no cost to the Council).

The above arrangement would last for a maximum of 25 years (subject to the providers business case) and during this time the ownership of the equipment would sit with the provider until the end the contract term when all equipment would revert to the freeholders. All the installations need to feed into a Virtual Power Plant via a commercial aggregator of the providers choosing. As far as already known, anticipated time-frame for delivery or provision of products:

— contract/lease in place with Adur & Worthing Councils — October 2020,

— site surveys analysis and planning — October-December 2020,

— fabrication – January-March 2021,

— installation – April-June 2021.
