Description of the goods or services required
Data network support services. Information technology services. Computer-related services. Warehousing services. a. Maritime Deployed Information Services (IS) in the OFFICIAL SENSITIVE, SECRET, and Mission Configurable domains will eventually be provided throughout the Fleet by New Style of IT Deployed (NSoIT(D)), and a new contracting mechanism is therefore required to install these systems onto ships and submarines. As the end of the core DII Deployed contract approaches, Deployed Platform Service (DPS) intends to incorporate the continued provision of Legacy Maritime Deployed OFFICIAL SENSITIVE systems and NSoIT(D) Maritime Deployed SECRET, Mission Configurable, and OFFICIAL SENSITIVE systems into a single new contract. The DPS Maritime Implementation Team (MIT) will continue to plan and coordinate the installation of Legacy Maritime Deployed systems post 31 Mar 20, however in conjunction with the successful Bidder under a new contract.
b. The new contract for installation of Maritime Deployed systems onto ships and submarines will cover the continued installation of Legacy Maritime Deployed OFFICIAL SENSITIVE systems (Minerva) on up to 12 vessels per annum (up to two concurrently), covering Data Migration and Early Life Support, Maritime Tech Refresh (MTR); and is to include the ability to procure Materials against a Limit of Liability. The new contract will need to have the flexibility to repurpose to install NSoIT(D) SECRET, OFFICIAL SENSITIVE, and Mission Configurable systems when available onto ships and submarines (up to three concurrently if required). The Authority reserves the right to require Optional Services during the term of the contract, such Optional Services to be defined in the ITT.
c. The Supplier will be responsible, in full or in part, for the following high-level Maritime Deployed Installation activities:
• Vessel Pre-Installation Work
• Equipment Management
• System Build Management
• System Installation and set to work
• Installed System Provisioning
• Post Installation Support
d. Any sub-contractor will require facility security clearance at SECRET UK EYES ONLY (List X). The security requirements for List X (https://www.gov.uk/government/publications/security-requirements-for-list-x-contractors) must be complied with.
e. All personnel involved in the tender process must be UK Nationals, cleared at Security Check (SC) level as a minimum, and those directly employed as Vessel Managers/installation engineers and Software Engineers providing a Ship Fitting service must have Developed Vetting (DV) clearance. Only in exceptional circumstances will a waiver be given while DV is in the final process of initiation and this will be on a case by case basis.
f. The Cyber Assessment (Octavia) code for this contract is: RAR-GTV74VBA. All potential Suppliers and where applicable their sub-contractors are required to complete the Supplier Cyber Assurance Questionnaire, utilizing the aforementioned in order to link their response to the correct Risk Assessment. g. The Authority intends to award a contract for the Installation of Maritime Deployed Systems for a period of four firm years with the possibility of extensions under three priced, separate, one-year options (up to a total of seven years). The term will include a transition period from the existing incumbent.
