II.2.4) Description of the procurement

Barrhead Housing Association are seeking to establish a contract for the provision of medical adaptations to existing residential properties with a suitably experienced and qualified contractor. The contract is intended to commence in September 2019 and will operate for a maximum of 4 years (with the option for an extension of 1 further year) subject to satisfactory performance of the successful bidder which will be measured through key performance indicators. The contract will primarily be delivered in Barrhead, Neilston, Newton Mearns and Thornliebank, East Renfrewshire. The anticipated contract value is 70 000 GBP per annum (excluding VAT).

Interested parties are advised that a 'Meet the Buyer' event shall be held at the offices of Williamsburgh Housing Association, Paisley, at 10:00 a.m. on Thursday 25.4.2019. The event is free of charge and shall provide further information through an overview of Williamsburgh Housing Association's requirements and how to complete the tender documentation. The event will also provide an opportunity for interested parties to ask questions of the buyer face-to-face. The question and answer session will be recorded and will be made available as 'additional information' through the Public Contracts Scotland portal during the tender period. Places are limited and interested parties are restricted to a maximum of two delegates from their organisation. To record your interest, please email the names of your organisations delegates to alan.shanks@ada-cc.co.uk no later than 17:00 BST on Wednesday 24.4.2019. Places will be allocated on a first come first served basis and further information on the 'Meet the Buyer' event schedule will be issued to registered delegates in advance of 25.4.2019. In the event of over-subscription we may restrict attendance to a single delegate per organisation.

Question 4B.1.1 — Bidders will be required to have a minimum 'general' yearly turnover of 140 000 GBP for the last 2 years.

ESPD, Part C Technical and Professional Ability — Bidders responses to Part C of the ESPD will be limited to a maximum of 15 A4 single sided pages, excluding any certification that a Bidder submits in support of their response, which must be completed in English using Arial 11 font.

The performance of the successful bidder will be monitored through the key performance indicators described within Tender Document H 'Key Performance Indicators' attached to this Contract Notice. Where performance falls below the minimum acceptable level during the contract, the successful bidder will be required to produce a remedial plan for the approval of Barrhead Housing Association.

Failure to produce a remedial plan or implement an approved remedial plan will be deemed to be a breach of the contract, which may lead to the termination of the successful bidder's contract.

A tenderer will be required to achieve a minimum score of 3 against each question within Part C, i.e. a score of 3 or greater shall represent a pass whereas a score of 2 of lower will represent a Fail. Barrhead Housing Association will disregard, and not evaluate the remainder of a tenderers bid should the tenderer fail to achieve the minimum score of 3 (a pass) against any of the questions included with Part C. Part D — Quality Assurance Schemes and Environmental Management Standards.
